The rules for using LienYard: what the service is, your responsibilities as a licensed operator, and our disclaimers.

LienYard is a service operated by Harper AI, Inc., a Delaware corporation (“LienYard,” “we,” “us”). By using this site you agree to these terms. LienYard is workflow software for Texas towing companies and vehicle storage facilities: it tracks statutory notice deadlines, generates lien-notice letters and title-application paperwork, and keeps proof-of-mailing records for vehicles in your care.

What this service is, and is not

LienYard is software that helps a licensed operator execute the operator’s own statutory process under Texas Occupations Code Chapter 2303 and related law. It is not legal advice, and it is not a law firm. Deadlines, letters, and fee calculations are computed from facts you enter (dates a vehicle was received, title state, owner and lienholder information). You remain responsible for the accuracy of those facts and for your own compliance.LienYard does not guarantee compliance with any law or regulation. LienYard is an independent service and is not affiliated with the Texas Department of Licensing and Regulation (TDLR), the Texas Department of Motor Vehicles (TxDMV), or any government agency.

Your account and your license

You sign in with a magic link sent to your email address. You are responsible for the security of that inbox and for activity under your account. We may suspend or terminate accounts that violate these terms, abuse the service, or create risk for us or other users.

LienYard is available only to operators that hold an active Texas Department of Licensing and Regulation (TDLR) towing or vehicle storage facility license. At onboarding you confirm your license number, and we check it against TDLR’s public license roster. Misrepresenting your licensure is grounds for immediate termination.

Motor vehicle records you enter

Owner and lienholder information you enter into LienYard comes from searches you run yourself, under your own authority as a licensee (for example through TowLien, Auto Data Direct, or a TxDMV Form VTR-275 request). Federal and Texas law (the Driver’s Privacy Protection Act, 18 U.S.C. §2721 et seq., and Tex. Transp. Code §730.007) permit that use for notifying owners and lienholders of towed or impounded vehicles. By entering a record you attest, for each vehicle, that:

  • you obtained the record under your towed or impounded vehicle permitted use;
  • the record will be used only for the statutory notice and lien process for that vehicle; and
  • you will not use the record for marketing, resale, or any other purpose.

We process these records solely as your service provider, to generate your notices and paperwork. Misuse of motor vehicle records is grounds for immediate termination and may violate federal law.

Not a consumer reporting agency

LienYard (Harper AI, Inc.) is NOT a consumer reporting agency under the Fair Credit Reporting Act (FCRA), 15 U.S.C. §1681 et seq. You may not use this service or any data in it as a factor in establishing any person’s eligibility for employment, housing, credit, insurance, a government license or benefit, or any other purpose covered by the FCRA (see 15 U.S.C. §1681b). The service exists to execute vehicle notice and lien paperwork. It is not a background-check or screening product.

Acceptable use

  • No scraping, reverse-engineering, or bulk extraction of the service.
  • No use of motor vehicle records beyond the statutory notice purpose above.
  • No unlawful use, spam, or harassment using anything generated by the service.
  • No interfering with the service, probing for vulnerabilities, or circumventing rate limits.

Payments and postage

The subscription price is shown before you buy. Payments are processed by Stripe; we do not store your card details. Subscriptions renew monthly until canceled. You can cancel any time from your account’s billing portal, effective at the end of the paid period.

When LienYard mails a certified letter for you, we charge a single certified-mailing fee to the card on file at the time the letter is mailed. That fee is billed at cost — no markup and no profit: it covers what we pay to print, certify, and mail the letter, and the payment-processing cost of the charge, both passed through. It is the same for every customer who pays by card and does not vary by card type. See our Refund Policy.

Your data belongs to you

Vehicle files, letters, and proof-of-mailing records you create are yours. You can export everything at any time. There is no lock-in period and no contract beyond month to month.

Disclaimer of warranties

The service and everything it generates are provided “as is” and “as available,” without warranties of any kind, express or implied, including accuracy, completeness, merchantability, or fitness for a particular purpose. Statutes and fee schedules change; the service shows the dates its rules were last checked, and you remain responsible for confirming requirements with TDLR and TxDMV.

Limitation of liability

To the fullest extent permitted by law, LienYard (Harper AI, Inc.) is not liable for any indirect, incidental, special, or consequential damages arising from your use of, or reliance on, the service, including administrative penalties or civil liability arising from your notice and lien process. Our total liability for any claim is limited to the amount you paid us in the twelve months before the claim arose, or $100 if you paid nothing. Your sole additional remedy is to stop using the service.

Governing law & changes

These terms are governed by the laws of the State of California. We may update these terms; the effective date above marks the current version, and continued use after a change is acceptance.
